Prof. Huang attends BRICS Int'l Competition Conference

Professor Huang Yong, Director of UIBE Competition Law Research Center, was invited to the 4th BRICS International Competition Conference held in Durban, South Africa and delivered a speech. With the theme of "Competition and Inclusive Growth", Ebrahim Patel, Minister of South Africa's Economy and Development, Edward Senzo Mchunu, Governor of Kwazula Natal, Tembinkosi Bonakele, Chairman of South Africa's Competition Commission, Liu Xiaobing, Party member of China's National Development and Reform Commission, Liu Junchen, Deputy Director of the State Administration for Industry and Commerce and officials of Competition Law Enforcement Authority from Russia, India and Brazil attended the conference opening ceremony. More than 300 representatives from authority, academia and practice circles were invited.

On the morning of the 13th, one of the themes "Competition, Growth and Innovation" was hosted by Oliver Josie, Executive Deputy Commissioner of South Africa's Competition Commission. Huang Yong, Cecilio Madero, Vice Director of European Commission-Competion, Yasmin Carrim, member of South African Competition Tribunal and Allan Fels, Former Chairman of Australian Competition and Consumer Commission were guest speakers. Huang Yong concluded the relationship between industrial policy and competition policy, as well as relationship between competition policy and innovation and intellectual property rights. He pointed out that the achievements of China's reform and opening up during past 30 years was mainly due to the continuous improvement of the market economy and the rule of law. Although industrial policy has many disadvantages, the government is still boosting economy through industrial policy. Therefore, there is a huge challenge on the coordination of competition policy and industrial policy, especially during economic transformation, adjustment and economic downturn, it has become very important to effectively use competition policy and strengthen competition law enforcement.

At the two-day conference, Shang Ming, Director of Anti-Monopoly of China's Ministry of Commerce, Ren Airong, Director of Anti-Monopoly and Anti-Fair Competition Enforcement Bureau State Administration for Industry and Commerce, Tembinkosi Bonakele, Chairman of South Africa's Competition Commission, Norman Manoim, Chairman of South African Competition Tribunal, Igor Artemiev, Director-general of Federal Anti-Monopoly Department of Russia, S.L. Bunker, member of Indian Competition Commission, Paulo Burnier da Silveira, member of Brazil's Economy Protection Administration Commission, Frederic Jenny, Chairman of Orgnization for Economic Cooperation and Competition Law and Policy Committee, representatives of competition law enforcement organizations from 23 African countries, USA and EU, renowned jurists and economists from such universities as New York University, University College London, University of Johannesburg, UIBE, Shanghai Jiao Tong University and scientific research institutions, and representatives of non-governmental organizations and multinational enterprises had all-round exchanges about "public interests in competition" and "law enforcement by the abuse of market ascendency, state-owned enterprises and competition".

Co-hosted by BRICS countries competition organizations, the BRICS International Competition Conference is an important high-level practical event under the framework of BRICS Leaders Meeting. The conference has been held every two years since 2009, at which issues concerning competition fields are deeply discussed. The conference has been included respectively into the 2nd,3rd,4th,5th,6th,and 7th meeting outcome document among BRICS leaders, exerting a great influence on international competition. This conference has been included into the 7th Ufa summit declaration and outcome document.
