The 2024 National Evaluation Capacities Conference (NEC) took place in Beijing from October 14 to 18, under the theme "Responsive Evaluation: For Government, For Inclusion, For the Future."
The event attracted over 500 representatives from more than 100 countries, including government officials, members of international organizations, financial institutions, as well as experts and scholars specializing in international evaluation.
Huang Baoyin, Secretary of the CPC Committee of the the University of International Business and Economics (UIBE), was invited to speak at the second plenary session. His speech centered on the importance of inclusive evaluation.
Huang emphasized that inclusive evaluation is crucial for reflecting diversity, uniqueness, and richness. He explained that this type of evaluation seeks to accurately represent the characteristics of diversity and promote inclusive personal development. Different countries, nations, regions, and groups have varying historical stages, development statuses, and demands. Inclusive evaluation aims to truly reflect these differences, demonstrate respect, and support the full development of individuals.
The NEC is a prominent global conference on national and government public policy evaluation. By bringing together evaluation strategies, tools, and practical experiences from various parties, the NEC promotes the establishment of a national and government-led evaluation system, helping countries achieve the 2030 Sustainable Development Goals.
